Obtaining documents for autonomous heating in Kharkiv

To exercise the right to refuse centralized heating and hot water services, the local executive authority shall establish a standing interdepartmental commission to review these issues and approve its composition. The commission must meet at least once a month.

To initiate the disconnection procedure, the owner or tenant of the premises must apply to the commission with an application for permission to disconnect from the heating network.

After examining the technical feasibility of disconnecting a specific consumer from the grid, the commission makes a decision on the matter within one month, which is recorded in minutes. The commission meetings are held in the presence of the applicant. An extract from these minutes is provided to the applicant within 10 business days.

By such a decision, the local authority merely gives the go-ahead for the development of an autonomous heating project, which is then followed by obtaining technical specifications, contacting a design organization, and developing the project.
